EU Council Finalizes Stance on 2027’s €191.9 Billion Draft Budget

The Council of the European Union has established its stance on the draft budget for 2027, the concluding annual financial plan within the EU’s 2021-2027 long-term budget framework. This proposed budget outlines €191.88 billion in commitments and €202.07 billion in payments, excluding funds allocated through special instruments that fall outside the EU’s long-term budgetary scope.

Adhering to a cautious financial strategy, the Council aims to ensure that key EU policies and programs receive sufficient funding. This approach also seeks to preserve the bloc’s capability to address ongoing geopolitical challenges, such as the conflicts in Ukraine and the Middle East, along with migration pressures.

Irish Deputy Prime Minister and Finance Minister Simon Harris emphasized the importance of the proposed budget, noting it would equip the EU with the financial resources necessary to tackle complex geopolitical shifts. The Council highlighted the significance of maintaining financial flexibility to manage unforeseen events, ensuring that current commitments are met promptly.

The Council plans to formally adopt its budget position in September, setting a deadline of November 16, 2026, to finalize an agreement with the European Parliament. This timeline underscores the need for coordination and compromise to meet the EU’s financial and geopolitical goals effectively.
