In a concerted effort to bolster regional cooperation and advance the European Union membership aspirations of Western Balkan countries, EU leaders gathered in Tivat, Montenegro, for a summit. This meeting, which took place six months after the previous session in Brussels, was centered around the theme of “Shared Prosperity and Stability of the EU and the Western Balkans.” The discussions primarily focused on EU enlargement, economic integration, security collaboration, and enhancing regional resilience amid increasing geopolitical challenges.

The EU leaders reiterated their dedication to supporting the Western Balkans in their pursuit of EU membership. They took stock of the progress made in integrating these countries into the EU’s economic ecosystem. A pivotal aspect of the discussions was the Growth Plan for the Western Balkans, launched in 2023. This plan promises up to €6 billion in funding to facilitate reforms, investments, and deeper engagement in the EU’s single market.

Beyond economic discussions, the summit also addressed the need for enhanced cooperation in foreign policy, defense, and cybersecurity. Notably, there was a strong emphasis on strengthening defenses against cyber threats, combating disinformation campaigns, and countering other forms of foreign interference. These topics reflect the EU’s commitment to fortify the region’s stability and security in a rapidly changing global landscape.

The EU’s role as the Western Balkans’ largest trading partner, primary investor, and leading donor was underscored during the summit. The leaders emphasized the necessity of continued reforms and robust regional cooperation as the Western Balkans work towards potential EU membership. By highlighting these aspects, the summit illustrated the mutual benefits of a closer integration between the EU and the Western Balkans.
